In an extraordinary development, the Libya Institute for Advanced Studies (LIAS), entrusted with steering the nation towards post-conflict reconstruction under the visionary Ihya Libya Vision 2023, has taken a significant step. LIAS has forged an alliance with a Dubai-based joint venture comprising Deca4 Blockchain Advisory and Accelliance, awarding them the pivotal responsibility of shaping and implementing a robust blockchain strategy. The signing of this transformative agreement was conducted with the esteemed patronage of Dubai Blockchain Center (DBC), an organization dedicated to uniting blockchain thought leaders, developers, investors, and educators.
This far-reaching agreement encompasses a diverse spectrum of blockchain applications, ranging from Security Token Offerings (STOs) and Initial Sovereign Offerings (ISOs) to mobilize investments for rebuilding the nation’s infrastructure. The blockchain strategy extends its reach to encompass the management of digital identities, real estate records, financial transactions, regulatory frameworks, and governance at large. The overarching objective is to position post-war Libya as the world’s pioneering nation to operate entirely on blockchain technology.
Dr. Aref Ali Nayed, Chairman of the Libya Institute for Advanced Studies, articulated the profound significance of this transformative vision. He stated, “It is with immense pride that I present this vision for change, marking the commencement of efforts to place the Ihya Libya Vision 2023 at the forefront of our national agenda. This vision meticulously identifies the pressing challenges that require immediate attention in the coming years, with a focus on 100 transformation projects that the Libyan government must prioritize. These projects are vital for overcoming key obstacles on our path to realizing a stable, democratic, prosperous, and modern Libya, positioning us at the forefront of the 21st century.”
