Huawei and Dubai Blockchain Center Convene AI and Web3 Leaders in Singapore
Huawei and Dubai Blockchain Center jointly hosted the Dubai AI & Web3 Sovereign Conclave at National Gallery Singapore on 8 October 2026, bringing together senior decision-makers during TOKEN2049 week.

Organised in partnership with Dubai Business Events and HOKO, the gathering connected leaders across government, regulation, banking, technology and digital assets. Its focused format created space to examine two closely connected priorities: the foundations required for institutional Web3 adoption and the practical role of artificial intelligence in blockchain-based finance.
The first panel examined institutional standards, regulation and risk governance. Moderated by Sonia Shaw, CEO of OneAsset, the discussion brought together Paul Boots of the Virtual Assets Regulatory Authority (VARA), Herman Stohniiev of ADI Foundation, Andres Kim of Tether and Yoyee of Bybit.
The second panel explored what agentic AI can deliver to Web3. Moderated by Maria Vovchok, it featured Dr. Marwan Alzarouni of Dubai Blockchain Center, Michael Chan of Zand, Alex Liu of Huawei Cloud Middle East and Francisco Javier Fernandez Lara of Fuze Finance.
The discussions addressed practical applications at the intersection of AI, blockchain and financial services, including faster customer onboarding, AI-assisted smart contract development, improved risk monitoring and payments initiated by AI agents.
Together, the panels examined both the opportunities created by emerging technologies and the responsibilities that accompany their adoption. Institutional participation requires dependable infrastructure and clear governance, while the growing capabilities of AI introduce new questions about how transactions are initiated, monitored and controlled.
For Dubai Blockchain Center, the Conclave complemented its work at the Dubai Pavilion by creating a dedicated setting for deeper dialogue between Dubai’s ecosystem and international industry leaders. The programme connected regulatory and commercial perspectives with the technology providers building the next generation of digital infrastructure.
Dubai Blockchain Center thanks Huawei, Dubai Business Events, HOKO, the moderators, panellists and guests for contributing to the Conclave and strengthening the conversation between Dubai and the global AI and Web3 community.
